The Idaho Transportation Department (ITD) will design and construct an interchange to replace the Orchard Street Interchange on Interstate 84 (I-84). The current interchange is a major access point to I-84 from Boise, and needs to be widened and improved in order to safely accommodate future traffic volumes.
    
 

Description

   
The new interchange will be a diamond layout with realigned, widened and extended on- and off-ramps. The new overpass will be widened and relocated west of the existing interchange. The project includes improvements to the intersection of Victory Road and Orchard Street.

The new layout will improve signal timing and capacity.

In preparation for this project, ITD will widen and connect two bridges that run over the New York Canal in the project area. The future bridge will be wide enough to extend under the additional I-84 lanes and the new, extended Orchard Interchange ramps.
    
 

Background

   
This project is a result of an environmental and planning study for I-84 from just west of the Orchard Interchange to the Eisenman Road Interchange (Isaacs Canyon). The interstate, built in the late 1960s, is well beyond its expected service life.

The Orchard to Gowen Study recommends improvements for the ultimate build-out of this corridor, including replacing the existing pavement, adding lanes to the interstate from Cole Road to Gowen Road, and reconstructing the Orchard, Vista, Broadway and Gowen interchanges to meet the future traffic capacity requirements. The environmental document for this corridor includes a conceptual design for the improved Orchard Street Interchange.
    
 

Schedule and Funding

   
The New York Canal bridge widening is expected to begin in Fall 2008 and end in Spring 2009. Construction of the interchange is expected to begin in Fall 2008 and end in late 2009.

The project is funded through the GARVEE Transportation Program. The program allows Idaho to use proceeds from Grant Anticipation Revenue Vehicle (GARVEE) bonds to construct needed improvements in less time than through traditional construction methods.
